Sonoma County requires owners of non-standard septic systems — those with supplemental treatment — to hold an annual Operational Permit and to self-monitor twice a year.
What most owners never learn is that the county will move you onto a longer permit cycle with a substantially reduced fee if your monitoring record is good. The mechanism is the Reduced Annual Fee Permit, and you apply on form WLS-016.
- Two-year RAFP — 50% fee reduction, with county inspections every two years
- Three-year RAFP — 66% fee reduction, with county inspections every three years
What You Have to Have Done
The county is specific, and the difference between the two tiers is precision rather than effort.
For the two-year, 50% reduction:
- The current property owner has been in the residence for a full two years
- A current Operational Permit is in effect
- You have completed at least 3 of the last 4 required self-monitoring inspections
- Only minor operational or maintenance problems with the system
- All requested maintenance has been completed
For the three-year, 66% reduction: the same conditions, except that you must have “accurately performed 4 of the last 4 required self-monitoring inspections on time.”
Read that last one carefully. Four out of four, accurate, and on time. The gap between the 50% tier and the 66% tier is a single missed or late filing.

How You Lose It
Permit Sonoma is equally clear on the way back down: failure to submit forms or to pay fees on time results in removal from reduced-fee status.
So this is not a one-off application. It is a standing arrangement that rewards a habit, and it unwinds if the habit lapses. For an owner who was already filing diligently, it is free money for paperwork they were doing anyway.
What the Reduction Is Actually Worth

Worth Doing Even If You Are Not Yet Eligible
If you have missed filings, the route back is simply to file the next four accurately and on time. The eligibility test looks at the last four inspections, not at your whole history.
That means an owner with a patchy record is roughly two years away from the 50% tier and, with four clean consecutive filings, the 66% one. Knowing the target exists is what makes the filing discipline worth keeping.
Assistance for the Work Itself
The RAFP reduces a recurring permit fee. It does not help with repairs or replacement.
